What is Sustainable Tourism?
Putting Cree Values, Culture, and Lands at the Heart of Tourism in Eeyou Istchee
In Eeyou Istchee, our lands and culture are a part of who we are. We are proud to share the beauty, magnificence, and rich history of our region with visitors from around the world through tourism. At the same time, we feel a strong duty to protect our territory, traditions and way of life.
That is why sustainable tourism development is central to our mission at the Cree Outfitting and Tourism Association and Eeyou Istchee Tourism. For us, sustainable tourism means welcoming visitors in a way that protects the environment, respects our culture, and benefits communities. We are committed to developing a tourism industry that creates real opportunity while protecting the things that matter most.
We invite everyone—community members, tourism operators, partners, travellers, and neighbours—to join us on this journey to develop a sustainable, culturally grounded tourism industry in our region. Together, we can make Eeyou Istchee a world-class destination that honours our values, delights guests, and benefits our people for generations to come.
How is COTA Taking Action?
Sustainability has always been at the forefront of COTA’s work. Twenty-five years ago, community members came together to shape our mission:
“To develop and implement a collective vision for a world-class, sustainable tourism industry in Eeyou Istchee that is in harmony with Cree culture and values, and that involves a partnership with Cree communities, institutions, and businesses..”
These words continue to guide us today, as we actively work alongside our members, communities, and partners to lead the way in sustainable tourism.
Recent highlights include…
- Becoming the first Indigenous DMO to earn a GreenStep Certification
- Developing a Guide to Cree-Led Ecotourism in Protected Areas guidebook
- Supporting sustainable development projects at key tourism sites (solar energy systems, EV charging stations, and the creation of cultural attractions)
- Launching Niimaawin: Food for Travel, a project aimed at developing sustainable, locally-inspired food solutions for travellers
- Building capacity through professional development, including key team members earning GSTC’s Professional Certificate in Sustainable Tourism
Sustainability is a journey, and we are just getting started.
Below, you will find our Sustainability Action Plan, which outlines specific focus areas and actions we can take together to protect our lands, strengthen our culture, and improve the quality of life of our people.
We know that the future of our people, our lands, and our culture depends on what we do today. By taking actions, big and small, we can and will work together to create a tourism industry that is in harmony with our culture, values, and environment.
Goal 1: Innovation
Target: Incorporate innovative approaches within all future strategies and action
We aim to help our members and communities access the information and support they need to implement solutions such as:
✓ Solar panels
✓ Electric car chargers
✓ Idle free movement (residents and guests)
✓ Climate-friendly transportation
These projects will attract sustainability-minded tourists, significantly reduce our carbon footprint, and contribute to our strength and self-sufficiency as a Nation.
We are actively working with communities to develop the infrastructure for eco-friendly lodging options, such as:
✓ Campgrounds
✓ RV sites
✓ Cabins built using sustainable methods.
Innovative lodging options can help meet tourist demand in a sustainable way, while providing experience that brings guests closer to nature and culture.
We aim to work with communities to advocate for enhanced local food infrastructure. For example, a single greenhouse could:
✓ Supply restaurants with local ingredients;
✓ Offer tours and experiences;
✓ Help create packaged goods for tourists to purchase.
In addition to creating a more sustainable tourism industry, local food infrastructure can help to alleviate food scarcity, create jobs, and educate future generations about local food production.
Goal 2: Tourism and Culture
Target: Ensure that through tourism, Cree culture continues to be shared and thrives.
Making Eeyou Istchee a certified sustainable destination has been a long-time goal for us at COTA. Our plan to achieve this includes:
✓ Earning a GreenStep certification for COTA as an organization (completed in June 2025!)
✓ Training communities and members in GSTC sustainability requirements
✓ Supporting communities and tourism operators as they seek certification
These certifications are a proven way to build our capacity, meet globally recognized standards, and attract visitors who share our commitment to sustainability.
Tourism jobs have the potential to support individuals, families and communities both economically and culturally, strengthening our traditions while creating opportunity and security for the future. To maximize this incredible opportunity, we aim to:
✓ Develop community destination masterplans to identify immediate and long-term opportunities for local business development and sustainable employment.
✓ Assist communities in building tourism-related businesses that showcase traditional cultural practices.
✓ Assist tourism operators in growing and/our developing develop culturally-relevant offerings, instilling pride and knowledge of the cultural practices.
By supporting the development of cultural tourism in our communities, we can create meaningful, sustainable jobs that directly contribute to the preservation of our Cree culture and values.
Travellers around the world are increasingly looking for genuine, meaningful cultural experiences. We aim to draw more attention to authentic cultural experiences in our region through:
✓ Develop and launch Marketing campaigns focused on authentic Cree cultural experiences
✓ Support the development and promotion of cultural events that provide immersive, genuine experiences for both residents and visitors.
By raising awareness and interest in our unique land-based and cultural experiences, we can attract like-minded tourists, build mutual understanding, and find new ways to celebrate and share our vibrant culture with the world.
Sustainable cultural and tourism initiatives require diverse and consistent financial support. To ensure the long-term success of our projects, we aim to secure a range of strategic funding opportunities through partnerships, including:
✓ Accessing funding streams from Indigenous tourism partners that can support eligible cultural and tourism development projects.
✓ Working with private sector partners to establish collaborative funding and resource agreements that can assist in the development of cultural tourism.
✓ Expanding our network of partners and collaborators, opening doors to opportunity through relationships.
Through these strategic actions, we hope to generate the capital needed to build and grow projects that strengthen our culture and communities.
A strong sense of self, community, and tradition is fundamental to mental health and well-being. By supporting programs that reinforce our cultural identity, we create a secure foundation for our members and new opportunities for sharing our way of life. We aim to achieve this by:
✓ Assisting tourism operators in developing culturally relevant opportunities to share with visitors to the region.
✓ Creating experiences that instill pride, knowledge, and continuity in our cultural practices for both community members and guests.
These actions will ensure our tourism sector strengthens our collective identity and contributes directly to the resilience of our communities.
Goal 3: Increase Sustainability Knowledge
Target: Enhance understanding of sustainability goals and practices within Eeyou Istchee.
Timely, accurate, and accessible information on climate change is essential for tourism planning, adaptation, and mitigation. We will focus on the responsible documentation and proactive sharing of knowledge by:
✓ Sharing documentation compiled in research projects with the Climate Change project teams and the Cree Nation Government (CNG) Climate Change Department to centralize our knowledge base.
✓ Developing and delivering information and training for staff, visitors, and guests on climate change impacts and local adaptation strategies.
These focused actions provide our members, communities, and visitors with the knowledge they need to recognize the impacts of climate change and contribute positively to our Nation’s long-term environmental health and resilience
Empowering our members and partners with practical knowledge is key to embedding sustainable practices across our Nation. We are committed to increasing local capacity by:
✓ Partnering with Greenstep to deliver specialized training on sustainability best practices directly in our communities.
✓ Providing targeted training opportunities to local tourism operators to ensure Eeyou Istchee leads the way in sustainable tourism practices.
These training initiatives will build a network of local experts, ensuring that sustainability is integrated into all facets of tourism development.
Effective communication is essential for sharing our commitment to sustainability and encouraging responsible behaviour among all who visit and live in Eeyou Istchee. We will update our existing platforms to clearly integrate our goals and expectations by:
✓ Sharing sustainability goals, plans, and actions through our social media channels
✓ Creating a dedicated sustainability section on our website and in our newsletter
✓ Implementing a Code of Conduct or pledge for guests, outlining appropriate interactions with animals and the environment
✓ Gathering feedback and insights from residents and visitors through online platforms (Google My Business, website forms, etc.), and taking action on feedback where possible
✓ Launching awareness campaigns to increase knowledge about invasive species and their impact on our traditional territory.
These additions to our communications strategy will ensure that our sustainability values are proactively shared and continually reinforced across all stakeholder groups.
Effective leadership is founded on credible, comprehensive data that reflects the unique realities of our Nation. We are committed to developing a robust, locally-driven process to measure our impacts and translate findings into meaningful action by:
✓ Build our knowledge and capacity around measurement tools and data analysis
✓ Establishing a framework to leverage data into actionable goals and sustainable policies
✓ Collaborate with communities and tourism operators to conduct a comprehensive self-assessment, establishing baseline data and identifying key priorities.
Taking action in this area will ensure that our planning and decision-making are guided by quantitative and qualitative information, leading to better outcomes for our members and our territory.
Goal 4: Partnerships and Economies
Target: Strengthen partnerships with local communities, businesses and entities to build economic support for local residents
To empower our communities and ensure local benefits from tourism, we aim to:
✓ Partner with organizations, such as the Centre for Excellence in Destinations, to support the establishment and capacity building of strong local Destination Governance Organizations (DGOs)
✓ Equip DGOs to govern the development and management of tourism initiatives, reflecting community values and priorities.
By ensuring our communities are able to lead the way in the development of their own tourism sector, we can ensure our industry grows in a way that serves the needs, values, and priorities of each local population.
Supporting local and Indigenous suppliers strengthens our economy, reduces our environmental footprint, and embeds our cultural values into our business practices. We aim to formalize and streamline this priority by:
✓ Drafting a comprehensive Purchasing Policy that incorporates sustainability requirements.
✓ Identifying Indigenous suppliers to prioritize their inclusion in our supply chain.
✓ Generating a list of preferred suppliers that adhere to our commitment to sustainability and local sourcing.
These steps will ensure more of our purchases directly support our communities and/or businesses committed to our shared sustainability goals.
Strategic partnerships can bring incredible opportunities and knowledge to our communities. We aim to support sustainable tourism development by actively engaging with sustainability-focused networks and institutions, such as:
✓ The Global Sustainable Tourism Council (GSTC)
✓ GreenStep
✓ The Indigenous Tourism Association of Canada (ITAC)
✓ Indigenous Tourism Quebec (ITQ)
Additionally, we will continue to actively engage with the Cree Nation Government, the provincial and federal governments, and private sector partners who share our sustainable tourism goals. Through ongoing advocacy and relationship-building, we can help to secure funding, strengthen local governance, and actively participate in conversations that impact our communities and our future.
The presence of resource industries provides an opportunity to create powerful partnerships that benefit our communities and diversify our economy. We aim to secure investment and support for our emerging tourism sector by:
✓ Accessing funding support and programs currently available through companies and industries in our region
✓ Exploring opportunities for new partnerships or projects that can support the development of cultural tourism
By strengthening these engagements, we can better utilize existing resource industry programs designed to foster community growth and cultural preservation in Eeyou Istchee.
Goal 5: Environment & Waste Management
Target: Establish clear targets for enhancing environmental stewardship in Eeyou Istchee.
Expanding accessible and sustainable transportation options is key to community connectivity, reduced carbon emissions, and enhanced visitor experience. We aim to achieve this by:
✓ Advocating for the implementation of ride- or car-sharing options within communities, utilizing successful models such as Communauto.
✓ Assisting in the development of hiking and biking trails within communities and across the region.
✓ Supporting the creation of bike rental opportunities for visitors, providing a climate-friendly way to explore the territory.
These actions will improve daily life for residents and offer sustainable, active transportation choices for guests.
Understanding and reducing our carbon impact is a crucial step toward climate resilience and sustainability for the Nation. We aim to implement a comprehensive strategy that empowers local action and regional planning by:
✓ Providing training for COTA staff to learn the methodologies and best practices for accurately calculating carbon footprints.
✓ Conducting carbon footprint assessments in collaboration with communities to establish an accurate baseline.
✓ Assessing the results and collaboratively developing robust, localized plans for carbon reductions across communities, businesses, and regional entities.
This work ensures our decarbonization efforts are informed by data and driven by local priorities.
Moving toward a circular economy reduces waste, creates resources, and builds community resilience. We aim to maximize our waste diversion efforts by:
✓ Eliciting the assistance of companies in the region to develop communal composting stations
✓ Connecting local composting programs with community greenhouse projects.
✓ Compiling and sharing comprehensive lists of existing eco-centres, including contact information and hours of operation, to increase public access.
These actions will turn waste into valuable resources, directly supporting local food security and reducing our environmental footprint.
Protecting our vital water systems requires a multi-faceted approach involving education, infrastructure, and community engagement. We aim to ensure the health and longevity of our water resources by:
✓ Implementing water conservation measures such as advocating for and utilizing low-flow toilets in community facilities and new developments.
✓ Establishing and managing boat washing stations in strategic locations to prevent the spread of aquatic invasive species.
✓ Supporting educational programs and community monitoring initiatives that promote responsible water use and the protection of water systems.
These measures are essential to safeguarding our environment and cultural way of life for future generations.
Energy conservation is vital for reducing costs, decreasing our carbon footprint, and enhancing community sustainability. We aim to drive a shift toward more efficient energy use by focusing on a three-part strategy:
✓ Education: Developing and implementing programs to increase awareness and encourage active participation in energy-saving practices across communities and businesses.
✓ Measuring: Establishing clear methodologies to track and measure current energy consumption to identify the most impactful opportunities for conservation.
✓ Transition: Facilitating the shift to energy-efficient solutions and technologies in public infrastructure, commercial buildings, and homes throughout Eeyou Istchee.
These actions will lead to measurable reductions in energy use and build a more financially and environmentally sustainable Nation.

Certification and Trainings
In 2025, key team members from COTA completed the Sustainable Tourism Training Program from the Global Sustainable Tourism Council (GSTC). We also became Indigenous DMO to receive a certification from GreenStep.
